Job Summary:

The Director of Student Services implements and maintains student service programs and services in conformance with district and state objectives; providing written support and/or conveying information; serving as a resource to other school personnel, the Board and other districts; and maintaining adequate staffing to ensure that objectives of programs and services are achieved within budget guidelines.

Qualifications:

Master's Degree in Educational Administration

Valid Illinois Director of Special Education License

At least three years in Leadership preferred

Evaluation:

Performance of this job will be evaluated in accordance with provisions of the Board's policy.

Duties and Responsibilities:
  • Recommends, develops, organizes, implements and evaluates a comprehensive special education program to promote student learning that provides for students' mastery of the Illinois Learning Standards and recommends improvements as appropriate.
  • Administers the implementation of curriculum improvements or modifications for special education programs.
  • Collaborates with the superintendent, principals, directors, coordinators, and liaisons in the overall evaluation, development, and supervision of student service programs.
  • Maintains a working knowledge of current special education rules, regulations, indicators and mandates and disseminate information to staff as appropriate.
  • Oversees multidisciplinary staffing process and completion of documentation and procedures in accordance with the law.
  • Arranges appropriate interventions affecting students' academic achievement and/or social/emotional progress in accordance with the district's Multi-Tiered System of Supports System plan.
  • Promotes a positive and safe climate throughout the district by demonstrating a commitment to students, staff, parents and the educational program.
  • Facilitates school-based decision-making to enable the staff, students, and parents to participate, as appropriate, in developing and accomplishing school goals.
  • Collaborates with the administrative team, prepares and submits, to the superintendent, recommendations relative to matters requiring Board of Education action.
  • Develops and coordinates a program of professional growth related to special education for staff and encourages staff to create an individual program of professional growth and to participate in district in-service activities.
  • Attends appropriate county and state special education meetings.
  • Continues his/her professional growth, training and development.
  • Participates in the district curriculum development and review process, especially as it pertains to special education.
  • Coordinates collaboration with relevant community organizations and agencies and facilitates access to community resources for students.
  • Establishes clear lines of communication regarding development and implementation of district special education practices, policies, and procedures with students, parents, teachers, and administrators.
  • Facilitates student services input in administrative team meetings.
  • Collaborates with the building principal, recommends employment, retention, and assignment for all staff members assigned to the school, following district personnel guidelines.
  • Collaborates with the building principal, evaluates individual staff's performance, reports information about an employee whose performance is substandard to the superintendent, and participates in performance improvement and remediation processes.
  • Coordinates special education liaisons and all related service personnel as related to student services and the district strategic plan and improvement process.
  • Supervises the maintenance of adequate and fiscally responsible records for the Special Services Department including financial accounts, inventories, student records, and any other pertinent school information.
  • Coordinates and oversees the home and hospital instruction programming for students.
  • Holds timely and meaningful consultation with Proportionate Share stakeholders.
  • Supervises a system of employee accounting, including personnel records, timesheets and attendance records.
  • Serves as an administrative representative at assigned IEP meetings.
  • Serves as liaison to local, state and federal agencies.
  • Administers the assignment, evaluation, and coordination of services and placements for privately placed students.
  • Assists the Business Manager and District Curriculum, Assessment and Grant Coordinator in developing and administering the IDEA grant.
  • Serves as liaison to legal counsel on all special education-related matters.
  • Attends meetings of the administrative team and when requested, Board of Education meetings.
  • Follows Board of Education policies, laws, administrative regulations, rules, and contractual obligations related to job duties.
  • Coordinates special education complaint compliance and complaint responses.
  • Performs other tasks and responsibilities as assigned by the superintendent and/or Board of Education.

    Physical Demands:

    The physical demands of this position include frequent sitting and standing for extended periods of time. Dependent on the assignment the employee may occasionally lift, push, pull and/or move up to 50 pounds. Repetitive bending at the waist as well as kneeling, stooping, crouching to assist students is also required. Employees may reach overhead as well as above the shoulders and horizontally. Driving to and from events in each building and our community locations
