POSITION DUTIES

This position serves as Section\nChief for Student Services and provides staff supervision within the Student\nServices and Strategic Planning Branch (SSSP) of the Division of Student\nSupport, Academic Enrichment, and Educational Policy. The Chief of Student Services\nis also the lead technical expert in School Counseling and oversees programs\nand initiatives that provide support to Maryland's schools in the area of\nschool counseling.� \n�\nThe Section Chief for Student\nServices will provide leadership, consultation, and technical assistance to\ndevelop and implement the program of school counseling in each local education\nagency (LEA), aligned with coordinated student services that: \n\n\n Promote student academic success and\n well-being\n Enhance awareness of mental health and\n promotes positive, healthy behaviors\n Provide school-based prevention and universal\n and targeted interventions for students with mental health and behavioral\n concerns\n Are comprehensive in scope, preventative in\n design, and developmental in nature\n Are aligned with LEA goals and objectives\n Are an integral component of the school's\n program and mission\n Promote systemic change through the use of\n leadership skills, advocacy, and collaboration\n Promote student achievement\n Provide equitable access to rigorous education\n for all students\n Provide students with individual and group\n planning addressing academic, career, and social/emotional needs\n Identify the knowledge and skills all students\n will acquire to promote college and career readiness\n Are delivered to all students and a systemic\n fashion\n Address the needs of the whole child so that\n each student has the opportunity to be healthy, safe, engaged, supported, and\n challenged for long-term success\n Are monitored and reviewed through\n accountability systems\n Are provided by a state credentialed school\n counselor. \n\n\n�\nThis position provides\nleadership, direction, and fiscal and programmatic oversight for the federal\nTitle IV, Part A - Student Support and Academic Enrichment Program and\nsupervises the lead program specialist for Title IV, Part A. This position is\nresponsible for supervising work performed by subordinate staff and conducting\nperformance appraisals, education program activities of the Student Services\nSection within the SSSP; interprets laws, regulations, policies and procedures\ngoverning assigned program areas; advises and makes recommendations to the\nDirector and Assistant State Superintendent; participates in the development,\nimplementation and assessment of strategies to ensure the program activities\ncontribute to meeting strategic plan goals and objectives; participates in and\nleads interdisciplinary work teams and represents higher-level managers.���� \n

MINIMUM QUALIFICATIONS

\n\nEDUCATION: A Master's degree or\nthe equivalent of 36 credit hours of post-baccalaureate course work from an\naccredited college or university in School Counseling or a related field.\nEXPERIENCE: Five years of\nadministrative or teaching experience in, or affiliated with, an education\nprogram, including two years proven experience in school counseling.\nNotes:\n1.���� Two\nadditional years of experience may be substituted for the master's degree or 36\nhours of equivalent post-baccalaureate course work.\n2.���� Candidates\nmay substitute the possession of a Doctorate degree at an accredited college or\nuniversity in a field related to the position for one year of the required\nexperience.\n\n\n3.���� The\nrequired field of education and experience are unique for each option and are\nestablished by MSDE in accordance with education Article, Section 2-104 of the\nAnnotated Code of Maryland. The specific education and experience\nqualifications for each position are on record in the Human Resource Management\nBranch of the Division of Business Services.\n\n
