DESCRIPTION

DEPARTMENT OVERVIEW

The Division of Extended Studies (DES) at UC San Diego is fully self-supporting, operating year-round (12 months of active instruction) with a budget of $47 million annually in primarily fee income. The unit has over 200 career employees, including academic, management, staff and executive, as well as represented and non-represented positions. Many casual or contract employees and student workers also serve in the organization. In addition, DES employs more than 1,000 active by-agreement instructors.

DES operates in 200,000 square feet of managed space, including a large off-campus classroom facility. The unit maintains a robust online learning platform, operating 24/7 with webcasting and video-conferencing capability. DES also has a strong web presence with e-commerce operating 24/7. There are over 60,000 enrollment transactions annually; 35,000 outreach certification transactions and 25,000 service transactions. DES supports a robust network of representatives, agents, and students (both residential and online) around the globe. Along with all of this, DES operates two television stations, a variety of public lecture programs and is active in federal, state, local, and private research and technical assistance programs and activities.

As of Fall 2020, the University has assumed ownership of a major downtown center for which DES is taking full financial and programming responsibility. The 66,000-square-foot building will support a rich mix of campus-based and community programs reflecting the teaching, research and public service mission of UC San Diego: classroom instruction, continuing education, arts and cultural performances, civic events and collaborative community projects.

POSITION OVERVIEW

The Program Manager manages the planning, scheduling, implementation, and evaluation of international certificate programs and courses in the UC San Diego Division of Extended Studies International Programs. Uses skills as a seasoned, experienced public educational program professional to resolve a wide range of educational program issues and needs assessments. Develops new public educational programs, and works on complex public educational programs of diverse scope. Demonstrates good judgment in selecting methods and techniques for delivering courses, presentations and the development of programs. Receives general instructions and exercises judgment in selecting methods and techniques for course and instructional improvement and for promoting them to increase enrollments. Fully knowledgeable in course subject matter and program.

Additional duties include ongoing course schedule planning, instructor recruiting, student and instructor advising, promotional planning, periodic program and course evaluation and adjustment, and responding to complex programmatic issues. In conjunction with department leadership and other stakeholders, participates in long-range strategic planning. Develops outlines for new course curricula and updates, or recommends updates to existing course content. Assists with accreditation self-study and reporting requirements as needed. Participates in the development of strategic marketing plans and coordinates marketing events. Develops and monitors budgets.
  • Must be available for occasional evenings / weekends and may be required to attend conferences / programs both locally and out-of-town, as requested. Some overtime during peak periods may be required.
  • Occasional international and domestic travel required, lasting one to two weeks in duration. Must have or be able to obtain passport and required visas for travel to priority international markets.
  • No vacation is approved during registration and peak periods.

This position is primarily at Extension's campus location (UNEX). This position is fully onsite.

QUALIFICATIONS
  • Demonstrated knowledge of and experience working in international education, especially non-degree certificate programs.
  • Experience developing and managing a portfolio of courses at the university or corporate level. Specifically in international education.
  • Proven experience providing academic advising to students, both domestic and international, including those whose speak English as an additional language.
  • Experience in planning and implementing events and promotional activities and in following up on leads to optimize promotional efforts and achieve promotional goals.
  • Experience developing and overseeing budgets. Ability to produce required margins in a self-support or profit-driven environment, including experience in calculating fees and additional charges according to department guidelines, maintaining appropriate financial records and accounting for funds.
  • Thorough analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills.
  • Demonstrated experience with continuing education, professional associations, and corporate contract training, specifically for international audiences.
  • Thorough knowledge of functional area and understanding of how work may impact other areas. Ability to work productively and cooperatively as an effective team member in a high-volume customer-service operation with heavy international student traffic, noise, and frequent interruptions.
  • Effective verbal, written and interpersonal communication skills and presentation skills. Clarity of expression, sensitivity to audience needs, and effective methods to inform the reader/listener, especially in dealing with people from foreign countries with very low English proficiency. Must have strong skills in public speaking to large and small groups.
  • Knowledge of managing a portfolio of business and management courses at the university or corporate level.
  • Thorough knowledge of organization policies and procedures. Demonstrated sound judgment and initiative in communicating and enforcing department policies.
  • Thorough knowledge of and skill in delivering programs. Excellent attention to detail, accuracy in all work.
  • Thorough knowledge of current public educational programs and trends.
  • Thorough skills to conduct needs assessment and development of new presentations/courses to meet organizational needs.
  • Skill in using business software systems in the completion of work assignments; i.e., Word, Excel, Access, PowerPoint.
  • Bachelor's degree in related area and/or equivalent experience/training.
  • Proven experience with domestic and international business travel including cultural awareness/sensitivity, complex travel-mode itineraries, and expense accountability.
  • Experience successfully advising international students enrolled in intensive English language programs, teaching training programs, and university-credit programs in the U.S. or other countries where English is the primary language of communication and instruction.

SPECIAL CONDITIONS
  • Background check is required for this position.
  • Incumbent must have own transportation, insurance, and a valid California Driver's License, and be able to attend conferences/programs both locally and out-of-town.
  • Duties may require direct contact with children (defined as individuals under the age of 18); completion of the Child Abuse and Neglect Reporting Act (CANRA) form will be required.

Pay Transparency Act

Annual Full Pay Range: $43,900 - $91,900 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $21.02 - $44.01

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
