Job Description:

The Senior Program Officer, Fulbright Student and Scholar Programs is responsible for program deliverables for specified countries or programs within the Western Hemisphere region, in addition to playing a leadership role in managing budgets for the region as well as overseeing contracts and awards made directly with U.S. embassies, Fulbright Commissions, institutions and other organizations. This individual will support the implementation of the contractual services for the Fulbright Program, including country-specific budgets and program policies, working closely with their counterparts at the U.S. Department of State's Bureau of Educational and Cultural Affairs (ECA), Fulbright Commissions and U.S. Embassies overseas, and internal teams within the larger Fulbright team at IIE to enable programmatic success.

Essential Functions:

Supports and trains entire Western Hemisphere Program Management team on budgetary issues and deliverables.

Serves as a critical liaison to the Program Finance team within IIE and to ECA, along with the Assistant Director, on all budgetary matters.

Communicates with counterparts for assigned countries or programmatic portfolio and responds to general and specific questions, inquiries and correspondence.

Oversees grant funds, including supplementary, cost-share agreements, and endowments, and recommends financial allocations for the region.

Operates as primary point of contact when negotiating and overseeing contracts and agreements with organizations outside of ECA.

Facilitates selection panels and reviews applications.

Advises participants and works with host institutions to resolve issues.

Manages temporary staff and interns for Program Management.

Provides information to internal IIE units and external regional Fulbright counterparts so that country and programmatic priorities and policies can be achieved.

Analyzes data and develops reports for the Program Directors and Assistant Directors of regions.

Serves as a deputy to the Assistant Director on team management, and communication with ECA.

THIS POSITION IS CONTINGENT ON FUNDING.

The Institute of International Education (“IIE”) has a hybrid work environment that allows team members a combination of in-office work and telework at any of the locations listed above.

Job Requirements:

Education and Work Experience:

Requires a Bachelor's degree and at least five years of related work experience, or an equivalent combination of education and experience.

Knowledge, Skills and Abilities:

Background experience in Western Hemisphere region is strongly preferred.

Spanish and/or Portuguese language skills highly preferred.

Strong or advanced proficiency Excel highly preferred.

Knowledge of higher education systems in the United States and abroad preferred.

Fluency in English, written and oral required.

Experience in projects and tasks involving complex details which require well-developed organizational, time-management and administrative skills.

Excellent interpersonal and communication skills, both oral and written. Ability to read and interpret documents such as contracts, policy and procedure manuals and write complex reports and correspondence.

Ability to interact with all levels of team members and external contacts; sensitive to cultural differences when working with people from other cultures; and ability to exercise discretion on confidential matters and to demonstrate sound judgment in consulting with and keeping others informed.

Ability to easily adapt to changing organizational needs and a fast-paced work environment; work independently without close supervision and as part of a team.

Ability to compare and evaluate possible courses of action and recommend or decide appropriate course of action.

Proficiency with MS Office applications including Word, Excel and Outlook.

Salary Range: $71,394 - $94,947. A candidate’s salary is determined by various factors including, but not limited to, relevant work experience, job-related knowledge, skills, abilities, internal organizational equity, and geographic region.
