SUMMARY:
Old Rochester Regional School District and the Massachusetts School Superintendency Union #55 serve students and families in the towns of Marion, Mattapoisett, and Rochester (commonly referred to as the Tri-Town). Our school system consists of one senior high school, one junior high school, and four elementary schools with a total enrollment of approximately 2,400 students. The mission of our school system and educational community is to inspire all students to think, to learn, and to care. We are seeking a Director of Student Services to join our school system to serve our students, families, staff members, and stakeholders.

DESCRIPTION:
Under direction of the Superintendent of Schools, the Director of Student Services will provide leadership and direction of the overall operation, management, and administration of the Student Support and Special Education Department. This includes, but is not limited to all aspects of special education, related services, English language learners, school counseling, nursing, and social-emotional learning.

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of district curriculum, techniques for integrating curriculum, district policies, and effective instructional practices in relation to students with disabilities. Understanding of federal and state laws and regulations related to special education and related areas. Ability to provide instruction that reflects multiple perspectives. Ability to infuse technology into the curriculum and student support(s). Ability to work effectively with colleagues, staff members, parents/guardians, advocates, students, and stakeholders. Excellent oral and written communication and human relations skills.

DUTIES AND RESPONSIBILITIES: Leads the overall operation, management, and administration of the Student Support and Special Education Department. Monitors and ensures full compliance with state and federal laws, codes, guidelines and regulations related to all aspects of special education, English language learners, school counseling, nursing, and mental health services. Evaluates procedures for identifying, referring, evaluating, developing IEPs, placing, and monitoring students with educational disabilities, and leads improvement efforts for all student support services. Provides assistance with documentation to capture available revenue for special education services (e.g., tuition, Medicaid, special education aid, etc.). Determines needs and works with Assistant Superintendent of Teaching & Learning in planning appropriate professional development, technical assistance, and training on various topics related to special education and student support services for staff, administration, families, and community members. Leads development and implementation of parent/family education opportunities (special education parental advisory council), leveraging internal resources and community partners. Plans, organizes, and implements long and short-term programs and activities designed to develop, enhance, or improve programming and services for students with disabilities. Provides coordination of activities and programs with agencies, community partners, and other school districts; attends regular meetings with administrators of special education at the regional and state levels; serves as a district representative on job related task forces and committees; and communicates with professionals within local and state networks. Assumes case management and LEA responsibilities for out-of-district and court ordered placements as needed. Prepares and is Responsible for the maintenance, and presentation of records, narrative and statistical reports, and files related to assigned activities. Assumes project management responsibilities for federal, state, and local grants, including conducting needs assessments, writing grant activities, monitoring grant execution and data collecting, as well as budgeting and reporting. Develops and prepares the annual preliminary budget for the department, analyzes and reviews budgetary and financial data, controls and authorizes expenditures in accordance with district appropriations and limitations. Attends and conducts a variety of meetings, participates on committees, and represents the school system at local, state, and regional meetings as assigned. Files all necessary reports to and advises on memos, directives, and policies from the MA Dept. of Education. Reviews policies related to Special Education and Student Support Services and recommends adjustments as necessary to ensure legal compliance and effective operations throughout the school system. Directs support(s) and ensures compliance with McKinney-Vento Education, Military, and Foster Care local responsibilities and state regulations. Performs related duties consistent with the scope and intent of the position, and duties as assigned by the Superintendent of Schools.

Job Requirements

  • QUALIFICATIONS:
  • Possesses Massachusetts Department of Elementary and Secondary Education certification as a Special Education Administrator.
  • A Master's Degree or higher in educational administration or related field.
  • A minimum of three to five years of teaching (preferably in a special education or related field).
  • Preferred administrator experience in special education and student services.
  • At least 5 yearsof relevant experience preferred
  • Advanced Studies degree preferred
  • Citizenship, residency or work visa required
