Associate Director International Svcs

The Office of International Services (OIS) is seeking an Associate Director International Svcs.  This position has a highly visible leadership role in OIS.  The Associate Director is responsible for ensuring OIS is in compliance with all Department of State (DOS), Department of Homeland Security (DHS), and Student and Exchange Visitor Program (SEVP) regulations for F-1 and J-1 students.  In addition, the Associate Director will serve as a Designated School Official for the F-1 program and Alternate Responsible Officer for the J-1 program and maintain active registration with the DHS to function in this role.  This position will participate in strategic planning and provide functional advice to JHU's academic schools, departments, divisions, and affiliates particularly related to student and scholar services.  The Associate Director will supervise advising staff on the student team and also lead and direct internal OIS projects and initiatives in consultation with OIS leadership. 


Specific Duties & Responsibilities



  • Monitors changes in immigration law and develops strategic planning around regulation communication and implementation. 
  • Develops policy and procedures as needed to ensure University compliance.  Creates and implements communication strategies to inform all OIS partners of compliance-driven changes to processes.
  • Serves as senior functional lead for all F-1 employment matters that require applications to USCIS including OPT, STEM OPT, employment with an international organization and others.  This involves constant monitoring for issues requiring attention, identifying inconsistencies in the team's student advising practices around employment and other rules, and adding in advance to the agenda for discussions and resolution at team meetings.
  • Provides expert, competent, and professional service to international students at all JHU schools concerning complex U.S. immigration laws governing and/or regulating their stay in the U.S.
  • Prepares and conducts training sessions as needed for campus administrators and international students.
  • Oversees and ensures updated web content related to students, especially pertaining to student employment matters and changes to agency guidance and instructions.


Serve as Designated School Official and Alternate Responsible Officer

  • Advises international students (undergraduate, graduate, and professional) and exchange visitors on all matters pertaining to their immigration status and related concerns, as well as administrative and cultural issues.
  • Processes immigration benefits for international students and exchange visitors.
  • Generates immigration documentation (I-20, DS-2019 forms) for new and continuing international students and exchange visitors.
  • Provides advising during designated hours and scheduled appointments. 
  • Manages assigned reports and alerts in the Student and Exchange Visitor Information System (SEVIS).
  • Remains abreast of regulatory changes and development as they affect international students.



  • Builds and maintains strong and positive relationships with deans, faculty, and campus administrators at the University.  Provides functional advice to schools, departments, divisions, and affiliates, as it relates to student services.
  • Represents OIS in activities related to University-wide initiatives.
  • Assists in the development and implementation of formal office policies and procedures and disseminates that information to affected parties, including the international students, faculty, and staff.
  • Provides regulatory, procedural, and cultural training for University faculty and staff.
  • Manages special projects as assigned.



  • Provides leadership and direct supervision for International Services Advisors.
  • Thoroughly understands, determines, and supervises staff workload and ensures it is aligned with and meeting office expectations, demands, and needs.
  • Recruits, trains, evaluates, and mentors staff and encourages professional development.

Minimum Qualifications

  • Bachelor's Degree required.
  • Additional experience may be substituted for education.
  • Five years of related experience and familiarity with international education in general.
  • Must demonstrate extensive regulatory experience in an office responsible for interpreting and applying government regulations and statutes pertaining to non-immigrant students.
  • Advanced knowledge of U.S. Immigration laws and regulations pertaining to F and J students and their dependents.
  • Knowledge of procedures for employment, change of visa status, reinstatement, and other complex F and J authorizations and processes.
  • Must be U.S. citizen or Permanent Resident to meet regulatory requirements as a Designated School Official and Alternate Responsible Officer.
  • Must be willing to travel to participate in professional meetings and conferences.
  • Ability to work independently and manage complex projects.
  • Ability to work cooperatively and collaboratively with diverse groups and individuals.
  • Experience with use of Microsoft Office applications, especially Word, Excel, and Outlook.
  • Experience in use of university student and personnel information systems.
  • Familiarity with FERPA regulations.
  • Must have extremely good time management and customer service skills.
  • Strong interpersonal, collaborative, organizational, analytical, and oral/written communication skills.

Preferred Qualifications

  • Master's Degree (Bachelor's or Master's Degree in a field related to international education also preferred).
  • Supervisory experience/training and demonstrated knowledge of human resource related policies and procedures preferred.
  • Experience with use of SUNAPSIS case management software.
