Employment Status: Full-time, "Exempt", Temporary position, with the possibility of converting to permanent.
Work Schedule: Monday through Friday 8:00 am to 5:00 pm (during the Summer term the schedule is Monday through Thursday 7:00 am to 5:30 pm), and as needed; international travel is required.

In support of the CSUSB Strategic Plan, the College of Extended and Global Education (CEGE) leads the campus' internationalization and global engagement by collaborating with international partners to develop and promote activities, programs, and services that meet the needs of the university, regional, national, and global communities.

Under general supervision of CEGE Assistant Dean who oversees International Extension Programs, the Special Programs Lead provides administrative and program leadership in all aspects of programs with Saudi Arabia and other gulf countries. Work is guided by the overall goals and objectives with full accountability for results and requires regular planning, development, independent determination of methods to meet programmatic or administrative goals, as well as independent determination of approaches to project and priorities. The incumbent needs to have demonstrated ability to use sound judgment in the development of policies and procedures related to issues that might not be covered by existing policies and procedures, as well as assessing, formulating, and evaluating the impact of recommended or implemented policies. The position also requires use of appreciable ingenuity and innovation to conceive of new approaches and solutions to address complex problems and issues.
The incumbent is responsible for ensuring timely program management and communication with partnership entities representatives and organizations such as Saudi Arabian Cultural Mission (SACM) and Saudi Ministry of Education. S/he manages program correspondence, document processing, recruitment timelines, report writing, and program assessment and improvement. The Special Programs Lead independently evaluates, analyzes, and takes course of action on prospective partnerships and coordinates negotiations with international entities and represents CSUSB in events, conferences, and seminars. The incumbent is responsible for utilizing working relationships with extended networks of organization, schools and university representatives to advance CSUSB's enrollment growth. S/he is responsible for ensuring strong relationships with existing partners and for development of new partners. The incumbent serves as the main CSUSB representative for Middle East and North Africa (MEAN) and Gulf Council Countries (GCC), and provides expert advice to campus on the region and related opportunities.
The incumbent independently provides comprehensive advisement to GCC and MEAN students, helping them adjust to the new environment and achieve successfully their educational goals by assisting them in solving their problems, thinking them through, evaluating them realistically, selecting suitable solutions, and implementing measures to alleviate the area of tension and ease the adjustment. The incumbent is expected to utilize human relations skills to interact with persons with hostile reactions and bring such situations under control.
Education & Experience:
Master's degree from an accredited institution in the field of International Education, Teaching English as a Second Language, Counseling or related field.
Three (3) years of progressively responsible experience in the field of International Education Administration involving students and international partnerships in Gulf Council Countries (GCC).
Knowledge, Skills & Abilities:
Demonstrated experience in working with national level organizations.
Demonstrated experience in program proposal development and grant management.
Fluency - read, speak and write in Arabic.
Demonstrated experience in working with GCC universities, organizations and students.
Excellent communication skills with the ability to effectively communicate and present ideas and concepts verbally and in writing to culturally diverse audiences
Demonstrated record of successful student advising.
Ability to travel domestically and internationally.
Ability to work additional hours, occasional holidays, and adjust working hours to meet special programs needs.
Fingerprinting is a requirement of this position.
Experience in living and working in MEAN and GCC.
Experience in developing and designing programs for student populations.
Experience in international outreach and recruitment.
Working knowledge of culture, government, and education in countries outside the U.S.A.
Experience with budgets, personnel management, and administration.
Experience in risk management.
Knowledge of higher education systems and experience working on international educational collaborations.
Experience in English as a second language teaching, as well as teaching subjects in education and management.
