The Programmer Analyst IV's role is to assist with the development of project plans to test, analyze, and maintain software applications in support of business requirements. This position is also responsible for supervising and/or leading the development of new systems, directing changes to existing systems, controlling the interfaces between the systems, initiating complex feasibility studies, and making recommendations of the action to be taken. The position is also expected to assist senior departmental management in determining the strategic IT direction for the area and/or unit and, as such, may interface with key IT leadership. Discretion and sound judgment is expected.
Assists with the development and management of software applications, business solutions, and change initiatives.
Reports to the Senior Director of Data and Continuous Improvement and provides support for data analytics and consultation to US PREP providers.
Support the Sr. Director of Data and Continuous Improvement in providing efficient strategies and tools for data planning, collection, and analysis that addresses effective data and visualization of coalition members’ annual data.
Supports the Sr. Director of Data and Continuous Improvement with the development and management of data analytics strategies that ensure data quality and fidelity.
Assists with ongoing strategies to improve data governance structures that align with US PREP’s Developmental Framework.
Supports the Sr. Director of Data and Continuous Improvement with reporting and reporting mechanisms that meet stakeholders’ needs and expectations.
Assists the Sr. Director of Data and Continuous Improvement with a presentation of quantitative and qualitative data at the local and national level that is engaging, comprehensible, and actionable through various mediums including written reports and
Supports and assists in the planning and execution of US PREP data retreats and convenings (data days, summits, etc.).
Trains and supports US PREP staff and consultants to ensure staff and coalition members are proficient in data collection and data visualization policies/practices, and to make updates/revisions to data systems, as needed.
Supports the planning and facilitation of US PREP data convenings (data days, summits, etc.)
Works collaboratively with the Sr. Director of Data and Continuous Improvement on professional development related to data literacy for US PREP staff and coalition members.
Works with the Executive Director to meet routinely with EPIC to ensure data collection and project communication with the US PREP coalition providers.
Bachelor's degree with coursework in computer science, MIS, IT, or other related area plus five (5) years related full-time paid experience OR a combination of related education and/or experience.
Master's Degree in a relevant field.
Six years progressively responsible management experience.
Experience with business solution development, API integration, and database management.
Experience with data visualization development.
Some experience with data analytics and statistics.
Knowledge of higher education and/or teacher preparation.
Strong written and verbal communication skills, able to explain complex information and concepts simply.
Ability to work and collaborate effectively with diverse groups of stakeholders.
Demonstrated leadership in promoting equity and diversity.
